Lawrence K. Thomas, a senior fellow at the Heritage Foundation, said that Congress is likely to act on his recommendations within weeks.
He said that he would recommend that the new administration take steps to repeal the law and institute a new system for hiring people for the new jobs that are created in the new government, rather than relying on government-run programs.
He would also push for a new federal agency to oversee the new system.
He did not address the role of Congress in the issue.
The Manpower Department, under former President Barack Obama, was created in 2014 to oversee federal workforces and recruit employees for various government services.
Congress has repeatedly passed laws to replace the Manforce Act, and some lawmakers have said they will move to repeal it.
Thomas said that lawmakers are likely to consider repealing the law, and then, in some way, the new Administration would have to decide what to do with it.
The Congressional Review Act, which allows Congress to undo regulations or enact new ones, has been used to undo more than 1,300 executive orders, according to the Government Accountability Office.
The Office of Management and Budget is currently reviewing the Manwork and Manpower Departments budget request.
The office is reviewing the request for new federal spending, Thomas said.
The Department of Homeland Security will also be reviewing the administration’s request for money, and the Office of the Federal Register is reviewing an appropriation request for a department.
The National Park Service, which oversees national parks, has also been examining the Manwit Department request, as has the National Oceanic and Atmospheric Administration.
Thomas noted that the Manitoba government was created after the Man power Act was repealed, and that it was not the first time that the administration has made moves to remove some of the responsibilities the Manwits created.
“They had a lot of support from Congress, and I think they are going to make the right decisions, I think,” Thomas said of the Man-power Department.
“It’s a long process.
But it’s going to take some time.
But the question is, can they move quickly and decisively, without losing any teeth?”
Thomas also noted that he expects that the Trump Administration will make some changes to the Maniwits role.
He expects that they will use the agency to expand their jurisdiction, to create new programs, and to provide the infrastructure for the federal workforce to better support the new job creation.
But, he added, they are not going to be the ones to create the jobs themselves.
The new administration, he said, is likely going to look to a different approach.
“What we need is a whole new kind of agency to take the place of the existing Manwitter,” he said.
“That’s going a long way to create more employment in the country, and we need to keep that going.”
